They note a simple corrugated pad or divider may qualify for a reduced minimum, reviewed case by case, and that they do not offer ready-made inserts or dividers.
So the maths that brings people here: your box is fine at 25 units. Your insert is 2,000. You need 400.

Why beauty specialisation actually matters.
It has a neck, a dropper, a centre of gravity, and glass. Dropped into a box with no insert it rolls, the dropper loosens, and the bottle arrives either broken or greasy. The insert is not decoration — it is what keeps the bottle upright and still. Getting the cavity 0.5mm wrong means it either won't seat or it rattles.
It exists so someone opens it on camera. Compartment order, reveal sequence, what the eye lands on first — that is a structural decision made before anything is printed, not a template you pick.
Airless pumps need clearance for the actuator. Jars need a flat seat or the lid scuffs. Sachets slide unless they are held. Anything with oil needs a board and coating that will not shadow.
